An Eight-Country Review of Age-Discrimination Legislation

 

The IFA believes that the quality of life of older people can be improved when they are engaged in and by society and are actors in their communities. Age discrimination is a barrier to their full participation in the community. Awareness of and about age discrimination is imperative to overcoming it. Government officials, employers, service providers and the public in general must understand the problems it causes, and older people must be aware of their rights. Engaging Older People: An Eight-Country Policy Review

 

The International Federation on Ageing recognizes that health and activity are life-long commitments, and should be a priority for people of all ages. The average lifespan around the world is rising, in part resulting from general improvements in health and personal lifestyle. However, opportunities to remain healthy and active in older age vary considerably by region and individual. Having a positive quality of life requires secure living environments, social connectedness, access to basic necessities, and information about healthy lifestyles and activity. Governments are in a position to meet these objectives through enacting policy measures that facilitate healthy, active and involved lifestyles and promote a positive vision of older people as productive members of society.
 
 

Identifying policy documents that embrace such broad issues as health, security, access and activity is challenging, as there is little uniformity in government terminology: Active, Positive, Healthy and Productive ageing policies and strategies are the most common terms and phrases. The IFA uses the phrase “engaging older people” to collectively describe the initiatives of governments that support older people to be healthy and active. The Rights of Older Persons: A Collection of International Documents

 

Over the past few decades, many diverse documents concerning the rights and status of the aged have been prepared at the international level. Each of the various bodies and organizations involved in producing these documents has regarded the subject from a slightly different angle. This has resulted in the preparation of an extensive set of international documents that cover a wide spectrum of subjects and issues relevant to older persons all over the world.


The Rights of Older Persons provides a unique collection of all the main, important international documents relating to the status of the aged and the phenomenon of ageing at the international level. For the first time, readers, the aged and professionals from all over the world can obtain a comprehensive picture of the worldwide activities in the field of international law and ageing. The editors of this collection of documents are active and respected international elder law scholars. Dr. Israel Doron teaches elder law at Haifa University and has published and presented various papers regarding international dimensions of elder law and older persons' rights. Prof. Kate Mewhinney is a Clinical Law Professor and the Managing Attorney of the Elder Law Clinic of Wake Forest University School of Law. She is certified as an Elder Law Attorney by the National Elder Law Foundation, edited a special international issue of the NAELA Quarterly, and has organized and moderated programs on international law. The official launch of this publication took place at IFA's 9th Global Conference on Ageing in Montreal in September 2008.
